SUMMARY:

Under the direction of the Director of Early Childhood and Special Education, the Early Childhood Education Coordinator will work cooperatively with school administrators and parents to provide direct administrative oversight of division preschool programming within Winchester Public Schools, including the Virginia Preschool Initiative (VPI) and early childhood special education (ECSE)programs. The Early Childhood Education Coordinator  is responsible for planning, developing, and managing the educational program for economically disadvantaged four-year-olds in the division.

  

ESSENTIAL FUNCTIONS/TYPICAL TASKS:

For Winchester Public Schools, in accordance with law, Board policy, and administrative duties, the Early Childhood Education Coordinator  shall provide effective leadership to ensure that all duties are performed in an efficient, effective, and responsible manner with direct oversight of the division’s preschool programming. Essential job functions include: 

  •  Program administration and leadership:  
      • Serve as the program administrator and point of contact for all division preschool programs. 
      • Serve as the division representative at local, regional, and state meetings relative to the position’s purview. 
      • Collaborate across departments to manage budget allocations for all programs of oversight, ensuring compliance with appropriate laws, policies and procedures. 
  •  Instructional leadership: 
      • Facilitate all division obligations under the VQB5 initiative, including conducting required CLASS observations and data reporting. 
      • Develop, implement, and maintain an ongoing evaluation system and continuous improvement plan to ensure quality control of the program.
      • Plan and conduct professional development to reflect current research and best instructional practice related to preschool and early childhood special education. 
  • Personnel management:  
      • Conduct supervisory and human resource functions for division preschool programming, including VPI and Early Childhood Special Education staff.  
  • Family and community engagement: 
      • Coordinate divisionwide enrollment activities on an annual basis. 
      • Coordinate student eligibility for and enrollment in appropriate preschool programming to maintain required program specifications on an ongoing basis. 
      • Coordinate Child Find activities, including facilitating division Child Study meetings, for preschool-aged students.
      • Develop and implement family engagement activities to promote active family involvement.  
  • Compliance and reporting: 
      • Manage multiple preschool programs to ensure compliance with Federal, State, and local requirements. including oversight of all required program reporting elements.
      • Maintain program confidentiality policies concerning information about children, families, and staff members. 
  • Collaboration and advocacy: 
      • Collaborate with the division’s Instruction, Special Education, and Student Services Departments to implement high quality preschool programming and relevant functions of the division’s strategic plan.
      • Identify relevant program recommendations on an ongoing basis to promote outcomes for preschool students and families. 
      • Collaborate with Infant Toddler Connection to facilitate required activities for students transitioning from IDEA Part C to IDEA Part B. 
      • Coordinate with local, regional, and state stakeholders and supports, including the Virginia Department of Education, for the purpose of preschool program maintenance and development.
      • Develop and oversee division practices to facilitate successful transition from preschool to school-aged programming.

 

SUPERVISORY RESPONSIBILITY:  Serve as the direct supervisor for preschool program staff including instructional coach, family liaison, VPI/Early Childhood teachers and teacher assistants. 

 

KNOWLEDGE, SKILLS AND ABILITIES:

The individual must be able to perform each essential duty satisfactorily and should possess or be eligible to receive the appropriate State of Virginia Teaching License(s). QUALIFICATIONS/EDUCATION AND EXPERIENCE:

Minimum of 3 years of classroom experience focusing on preschool and/or early childhood special education. Master’s degree in educational curriculum, administration, professional development or related field;  educational administrative and supervisory experience preferred;  demonstrated leadership in the field of professional development or curriculum;  excellent leadership management, communication, organization, and interpersonal skills;  ability to provide in-school support, communication and coordination; experience with federal programs; ability to communicate with parents and the public about the program.  Training or certification in the CLASS Observation Tool preferred.

exhibit manual dexterity to dial a telephone, to enter data into a computer terminal, and to perform; see and read a computer screen and printed material with or without vision aids; hear and understand speech at normal levels and on the telephone; speak in audible tones so that others may understand clearly in person and on the telephone; ability to understand and follow oral and written instructions.

Duties may be occasionally performed on field trips away from school. The noise level in the work environment is usually moderate to loud.

 

EVALUATION:

Performance on this job will be evaluated in accordance with school board policy and administrative regulations on evaluation of personnel.  

 

SALARY:

Range based on the 2024-2025 Coordinator Salary Scale is $96,982 - $159,761 per year.  The salary may be adjusted based on the 2025-2026 budget.

 

WORKDAY:

Full time / 260 Day Contract
